Research direction

Start by reproducing the failure through microG settings and the account-add flow on a Huawei P40 lite running Android 10 and EMUI 10.1.0, then inspect the reported error screen and available account-authentication diagnostics. Done means identifying and fixing the cause so valid credentials complete sign-in instead of showing the unavailable-services error.
