Description

Like https://github.com/microg/GmsCore/issues/1598, microG should prompt for background location permission in its contained self-check on Android 11. This way users can detect why EN is not working with regards to https://github.com/microg/GmsCore/issues/1519 / https://github.com/microg/GmsCore/pull/1520.

Research direction

Start with the contained self-check and compare the behavior described in issues 1598 and 1519, along with pull request 1520. Trace how Android 11 background location permission is handled there; the work is done when the self-check prompts users who lack that permission and helps explain why EN is not working.
