Describe the bug
Following instructions to scan the QR code to check in as the government demands doesn't work properly, sometimes it triggers, most times it doesn't.

To Reproduce
Steps to reproduce the behavior:

1. Open the Service Victoria app on your phone.
2. Tap the contact tracing check-in button at the bottom of the screen.
3. Point your phone’s camera at the QR code on the poster until you see it on your camera screen and wait for the prompts.
4. Sometimes you'll get the prompt, usually nothing happens.

Expected behavior
Prompt appears to fill in details.

Made this account just to report this issue, is hoping this can be fixed without me needing to provide additional details because I don't want to dox myself.

Start by reproducing the Service Victoria QR check-in flow on Android 11 with the reported LineageOS for MicroG 18.1 and microG Core v0.2.22.212658 setup. Compare cases where the prompt appears with cases where scanning does nothing, then identify the relevant QR-scanning entry point in GmsCore. Done means the check-in prompt reliably appears for the reported QR code.
