Description
There is an issue using the built-in comment plugin to comment lines with more than one cursor.
If there are multiple cursors with or without underlying selections, the plugin will comment only one of the multiple activated cursors with it's underlying selection, if such selection exists.
I have written a quick patch for this on my own.

Research direction
Locate the built-in comment plugin and reproduce the behavior with multiple cursors, both with and without selections. Trace how the plugin processes cursor selections, then verify that commenting affects every activated cursor and its underlying selection where present. The payload does not name a test file or implementation path.
