Research direction
Start by reproducing the keybinding failures in micro 2.0.9 over SSH on Ubuntu Server 22.04.1 using PuTTY from Windows 11, then compare them with behavior in a VM. Done means Ctrl+Down and the Up arrow, along with the other affected default keybindings, work over SSH as they do in the VM.
