Description
Description of the problem or steps to reproduce
Currently, according to the plugin manual, the only location which is supported by plugins is the home directory. This has a few disadvantages like not being able to update them via package manager. Distributions shipping micro and plugins by default can't keep them updated without resorting to hacky mechanisms.
Relevant discussion: here
The request: add support for a system wide plugin directory, eg. /usr/share/micro/plugins

Research direction
Review the plugin manual and the existing plugin discovery behavior, starting with how the home-directory location is determined. Add support for a system-wide location such as /usr/share/micro/plugins while retaining the existing home-directory support, then verify plugin loading in both locations.
