Description
Description of the problem or steps to reproduce
It seems like at least some keybindings are specific to currently selected input language. For example - attempting to do ctrl+/ (I believe, its a default combo) to comment out the line works fine on US layout. But if you, say, switch to RU and try again - you will simply paste . instead (which is located at the same button).

Research direction
Reproduce the keybinding behavior in micro on the US and RU layouts using the reported ctrl+/ example, with the listed Manjaro Linux and urxvt setup as context. Trace the input and keybinding handling from that reproduction; done means the comment shortcut behaves consistently across the tested language layouts without pasting the wrong character.
