Description

Description of the problem or steps to reproduce

In micro, your settings are stored in ~/.config/micro/settings.json

According to doc micro uses only user settings file.
Would be great to supprt global config, like /etc/micro/settings.json for every user.

Research direction

Start by tracing how micro loads the user settings file at ~/.config/micro/settings.json. Determine where a global file such as /etc/micro/settings.json would fit in that loading process, then verify that global settings apply for every user while user settings still work as documented.
