Looks like Accela has a different way to register developer accounts:

Construct 4.6.5.4 Update
We are happy to announce the release of 4.6.5.4 of our Construct API solution.
This release includes the following new functionality:
We have updated the Dev Portal registration process to send account requests via email for approval. As part of this release:
The Registration button was renamed to “Send Request,” which triggers an email with configurable approval addresses. The confirmation email was also updated to indicate the account is under review.
The new dev account is created in the system but remains disabled until manually enabled in the admin portal. Users receive a message that their request is under review.
Once the new dev account is enabled, the user receives an activation email, and existing behaviors such as account disabling and duplicate checks continue to function, without unwanted emails sent during account updates.
