### Overview
Add guidance to the CONTRIBUTING.md so that external contributors know how to run Cypress tests locally. This ticket was created due to the need for guidance on running the performance tests, but I have noticed that there is currently no guidance on **how** to run the end-to-end/integration Cypress tests either.
