1. Open Safari
2. Navigate to Text Field & Select pages
3. Notice how the border does not load until you move your mouse/change state

The border to appear

Reproduce the issue in Safari by opening the Text Field and Select pages and checking the initial border rendering before changing state. Inspect the Text Field and Select component styles and compare the initial appearance with the post-interaction state; done means both borders appear immediately on page load.
