:tab ter opens a starify page in a tab but it shouldn't

Per [this Stack Overflow](https://stackoverflow.com/a/61306241/9313615) answer, it's possible to run `:tab ter` to get a new vim tab which spawns a terminal session. Startify seems to having issues and it launches even though it shouldn't.

Reproduce the issue with :tab ter in Vim or Neovim and observe whether Startify opens its page in the new terminal tab. Trace the handling of this command and terminal buffers, then verify that the terminal session opens without a Startify page.
