Description
Atom needs to be started with command line ~\AppData\Local\atom\Update.exe --processStart "atom.exe" or else breaks with every update. When the editor isn't yet configured and the user presses F4, fman could check if Atom is installed and ask "Do you want to use Atom to edit files? Yes|No, pick another app"

Research direction
Start at the F4 editor action and the existing editor configuration flow. Check how fman detects or launches Atom using the supplied Update.exe command, then define completion as prompting for Atom when it is installed and the editor is unset, while preserving a choice of another application.
