Description

I use English and Russian layouts from https://github.com/tonsky/Universal-Layout

  • cmd+shift+p doesn't work with English layout, cmd+p does work
  • both work with Russian layout

Don't see any issues with cmd+shift+p e.g. in Finder

Research direction

Reproduce the issue on macOS with the Universal-Layout English and Russian layouts, comparing cmd+shift+p and cmd+p in the command palette. Trace the command palette keyboard entry point; done means cmd+shift+p opens reliably with the English custom layout while existing shortcuts continue to work.
