Description

The login form for account management uses a case sensitive database lookup for email addresses.

This can cause a user frustration if they do not remember the casing they previously used or if PayPal provides a different version than they'd normally type.

Research direction

Start at the account login form linked in the issue and reproduce the problem with an email address using different casing. Trace the database lookup used by that form and identify the existing authentication tests, if any. Done means equivalent email casing no longer prevents a valid account login, including when PayPal supplies different casing.
