InstallPlugin command: Don't offer plugins not available on current OS

Description
InstallPlugin currently suggests all plugins that are available. Some plugins however (eg. MacOpen) are only available on certain platforms. There should be a way for plugins to specify which platforms they do (and do not) support, and the InstallPlugin command should take this into account when presenting the user with installable plugins.
