More permissions for Tenant Sub Collections (for Groups within Tenants)

**What problem will this feature request solve?**
You might have groups within Tenants. You want to create separate folders for each of these divided groups within the automatically-created tenant folder, but we don't give the option to apply permissions to these sub collections (as permissions are alredy applied directly to the parent tenant folder given the Tenant.

There's a workaround that is using the "Shared collections" instead, but it's not ideal (multiple places to configure permissions)
