Option to Customize Image & Messaging for Permissions Errors

When users don't have access to a card an image of keys and the error "You don't have permission to see this card" comes up. We would like to be able to customize the image to match our branding and change the message to align with other nomenclature we use.

**Describe the solution you'd like**
The option to choose which image is displayed and customize the message the user is presented with.

Start by locating the permissions-error presentation that shows the keys image and the “You don't have permission to see this card” message. Define how an administrator would select a replacement image and message, and consider the customer’s branding and nomenclature requirements; the work is done when both can be customized for inaccessible cards.
