Description
When adding a conditional formatting rule, I want to:
- Select a column to which the color should apply for (is already possible)
- Create a condition based on a differend column.
So:
If Column "X" has value "A" set color green on Column "Y"

Research direction
Start by locating the existing conditional-formatting implementation and reading how its target column and condition column are represented. Define the behavior for applying a color to one column based on another, then add coverage showing that a matching value in column X colors column Y.
