Create multiple dashbord and not use tabs option

To allow tabs to be hidden if the questions in a tab are not part of a specific parameter value

Start by tracing how static embeds receive parameters and how dashboard tabs are rendered or filtered. Define how a tab parameter should control tab visibility for a given parameter value, then verify the behavior with the relevant embed and dashboard-tab tests once those entry points are located.
