Description

**Describe the bug**
There are some databases that charge per use (e.g. Bigquery, Athena, Redshift serverless, Snowflake, normal RDS with provisioned IOPs) that charge you for the usage.

The default Metabase behavior will be to do a sync + scan hourly, which might impact the billing of these users. We should (detect?) encourage users to change this scheduling as soon as they add the database. Also point them to the https://www.metabase.com/docs/latest/api/notify.html

**To Reproduce**
1) Add the DB
2) go to settings->admin->database->select the DB and change "Choose when syncs and scans happen"

**Expected behavior**
We should encourage users of these db's to change this, it's critical for their billing
