Enable fuzzing of rav1d

Description
Dav1d has fuzzing workflows configured. We should adopt these to enable detection of any remaining memory safety bugs (e.g. in the assembly routines). It looks like dav1d can fuzz with the following sanitizers enabled: asan, msan, ubsan.
