Research direction

Start by reviewing the three proposed JSON representations in this issue and the referenced mdn/data#864 pull request review. Determine which representation should be supported and how mirrored CSS feature data should behave; done means the chosen format is defined and the data can represent vendor-prefixed mirrors consistently.
