Description

This came up on today's BCD call.

PRs that set partial implementations often trigger considerable discussion. It would be nice to quickly find and address those discussions synchronously in the weekly BCD meeting.

To make such PRs findable, it would be nice to automatically label a PR (e.g., with "sets partial") whenever a PR adds a new partial_implementation flag. Then we could put the link to the list of open "sets partial" PRs onto the end of the agenda for the BCD call.
