When discussing the bugs leading to the Gecko implementation being marked as partial, it was brought up that Chromium has similar bugs with the feature not interacting well with other layout modes:

These appear to be open issues which were reported by web developers and which still reproduce on the latest Chrome versions. Therefore it makes sense to mark the support as partial, as for Gecko (we could also mark both as having complete implementations, but given there's some evidence that web developers do run into these problems that's perhaps not the most helpful choice).
