http.headers.Referer - labelling of new safety restrictions

What information was incorrect, unhelpful, or incomplete?

It seems like the wording of this item could be improved.

Unless one already knows why a restriction applies, one could be mistaken for assuming that it's a hold-over from older less capable browsers, when in fact the opposite is the case: it's the newer browsers providing a protection feature.

There's a row in the Browser Compatibility section for

Length limited to 4096 bytes

which like everything else has green for full support, or red for no support.

If this is about imposing a limit to prevent attacks on web servers, that could also be clarified. Maybe label it as

Safety limit imposed on length (4096 bytes)

Clarification on whether full support actually means more restrictive or less restrictive, and why.

Start at the MDN Referer page named in the report and inspect the Browser Compatibility row for “Length limited to 4096 bytes.” Clarify whether full support means a browser applies the restriction, and why it exists; done when the label and surrounding explanation make the safety limit unambiguous.
