Description

No advantage to using binary. It's good to be able to read files with standard tools.

We may also want to store last retail date. Though not used, it would be useful looking through data files.

Research direction

The issue names no files, tests, or entry points; first locate the code that writes and reads tail state. Determine the ASCII representation and whether the last retail date is included, then verify that standard tools can read the resulting data files and that state can still be restored.
