Description
ProblemStatement: A report card that provides various results w.r.t Recipe custom resources will be helpful. This report card can have passed, failed count. It can optionally have the detailed fail messages. This report card should be able to opt in or out Recipes based on label / annotation / name selectors.

Research direction
The issue does not name files, tests, or an existing controller entry point. Start by locating the project's Recipe custom-resource and report-card controller patterns, then define the report card's passed and failed counts, optional failure details, and label, annotation, and name selectors as the completion criteria.
