"bottom" position won't let me give margin bottom(offset from bottom?)

Description
When I set the modal position with "bottom", I can't move it at all from the bottom. I need to have a marginBottom which does not work, in comparison to marginTop that works with position "top"

Research direction
Reproduce a modal using position "bottom" with marginBottom and compare it with the working position "top" and marginTop case. Locate the modal positioning entry point and determine why the bottom offset is ignored. Done means marginBottom visibly moves the modal upward from the bottom while existing top positioning continues to work.
