La tarea consiste en implementar la funcionalidad Buscar relacionado con Ciudades.
Se considerará completada una vez que:
- Se hayan creado las acciones necesarias en el repositorio y en el servicio.
- Los endpoints correspondientes estén implementados.
- Se hayan realizado pruebas unitarias que validen todos los puntos mencionados.
