Wouldn’t "Today at Midnight" be 7/25 0:00:00?
Right now it does exactly the same thing as "Tomorrow at Midnight".

Research direction
Search the date-expression parser for the handling of “Today at Midnight” and “Tomorrow at Midnight.” Add a regression test showing that today resolves to the current date at 00:00:00 while tomorrow resolves to the following date at 00:00:00; the issue is done when the two expressions no longer return the same result.
