Demand scenario:
Create a common tenant in Sys. If the administrative user of the tenant forgets that he cannot log in,The user cannot find the administrative user under this tenant. If there are many accounts, it will be troublesome to modify the password of the administrative user. It is expected that this information can be found under the sys tenant
