Description
When starting trafficlight, bail if:
- docker not running
- homerunner not running
- additional required checks not listed here...
- no tests generated
As it takes a while from trafficlight setup to the clients getting ready to perform a test, bailing out early with informative errors should help.

Research direction

Define the required startup checks and informative failure conditions from the issue, then verify that trafficlight bails early when Docker or Homerunner is unavailable or no tests are generated.
