Description
Ran into this as my network requires TLS on postgres connections. Presumably https://github.com/matrix-org/rust-synapse-compress-state/blob/master/src/database.rs#L29 needs changing

Research direction
Start by reading src/database.rs around line 29, where the PostgreSQL connection is configured. Determine how TLS is currently disabled or omitted and identify the project’s existing database connection path. Done means the tool can connect to a PostgreSQL database requiring TLS without breaking the normal connection behavior.
