Enhancement: Add Commune project

I think we should add [Commune](https://github.com/commune-sh) to the list of ecosystem projects. While the project is on hiatus, I believe we should include it for the sake of completeness.

Given that the project consists of both a client and an appservice, I'm not sure how we'd classify such a project.

No files or tests are named. Start by locating the ecosystem project list on the matrix.org website, then determine how projects with both a client and an appservice are classified. Done means Commune is added consistently with the existing entries and its hiatus status is represented if the list records project status.
