### Problem Description

The community moderation page is out of https://matrix.org/docs/communities/moderation/ date, and doesn't detail on homeserver administration. There have been advancements in the community in this area that are clearly useful to people e.g. see https://etke.cc/help/bots/draupnir/#getting-started & https://asgard.chat & https://muninn-hall.com/

Key paint points:
- No homeserver admin info

### Proposal

- Move power levels discussion to matrix concepts section
- Move mjolnir guide to its own page. This is still a detailed guide and mjolnir still is maintained and so it is valuable to keep. We're moving it to its own page specifically so that the landing page for managing a community can discuss the options first. Including options for server administration.
- Outline the distinction between the server level and room level moderation (using foundation's T&S team's terminology which needs checking up on)
- Link to external community resources (no point rewriting what already exists, see https://github.com/HarHarLinks/tune-your-chat/issues/50)
- On the server level:
+ Discuss the risks of public registration
+ Recommend muninn hall for public registration servers
+ Showcase etke synapse admins (I believe they do host an instance that anyone can use)
+ Discuss recommended protections for Draupnir server admin
- On the community level:
+ Discuss hosted services like asgard.chat
+ Explain the differences between Mjolnir, Draupnir, and Meowlnir. Possibly in terms of target audience. It may be worth giving each bot free-space to write whatever to maintain objectivity. Is there a policy for how to handle this situation?
