Description

This is problematic if you use them for something like matrix-org/matrix-spec-proposals#3401, where it's valid to send a cluster of to-device events at the same time, but causality should be preserved (otherwise you'll receive candidates before invites, etc).

Research direction

No file or test is named in the issue. Start by locating the Matrix specification section defining to-device event sending and review its ordering and causality requirements. Done means the specification explicitly defines the required ordering for clustered to-device events.
