Description

While converting complement tests, i encountered an old sytest which asserts that too-large content should be rejected with a `413`.

Even though both dendrite and synapse return a `413` when encountering large events, this is mentioned nowhere explicitly in the spec.

Research direction

Start by locating the Matrix specification section covering uploaded events and oversized content. Check how error responses are currently described and compare that wording with the 413 behavior reported for Dendrite and Synapse. Done means the specification explicitly states the expected error code for content that is too large.
