Description
Submitted by @matthew:matrix.org
Whether these are implemented by server, client sdks or clients appears to be controversial. But we should at least spec the commands that users should expect to work.

Research direction
No files, tests, or entry points are named. Start by reviewing the imported SPEC-209 request and the discussion about whether commands belong in the server, client SDKs, or clients. Done requires an agreed specification for the baseline slash commands users should expect across clients.
