Description

Currently we have no way of publishing arbitrary metadata about a room unless you've joined it and start reading its state. It would be good to be able to read at least some metadata without joining it...

Research direction

The issue names no file, test, or entry point. Start by reviewing the Matrix specification around room discovery and visibility, then clarify which public room metadata is required and how it should be exposed; done means the metadata scope and corresponding specification changes are agreed and documented.
