Description

It's heavily implied in the spec, but needs more direct wording. Specifically, requests to change a password cannot suddenly be used to add email addresses. The request also can't change its mind: once a deactivate request is issued for erase=false, it cannot be changed to erase=true without a new session being established

Research direction

No file or test is named in the issue. Start by locating the UIA session request-parameter text in the specification; update it to state that password-change requests cannot add email addresses and that erase=false deactivation cannot become erase=true without a new session. Done means both constraints are stated directly and unambiguously.
