Clarify that UIA sessions cannot have request parameters changed

Description
It's heavily implied in the spec, but needs more direct wording. Specifically, requests to change a password cannot suddenly be used to add email addresses. The request also can't change its mind: once a deactivate request is issued for erase=false, it cannot be changed to erase=true without a new session being established
