Description
Currently, the specification is very unclear on which types of events can be sent using `/sendToDevice` ([relevant section](https://matrix.org/docs/spec/client_server/r0.6.1#id70)). It seems like it should at the very least forbid state events (or am I missing something?).

Research direction
Read the relevant /sendToDevice section of the Matrix client-server specification, linked in the issue, and compare its wording with the event types it describes. Clarify which event types are permitted or forbidden, including whether state events are excluded, and make the resulting rule explicit in the specification.
