Description

There have been occasions where trolls have entered large public rooms and spammed highly offensive media (images of ISIS beheadings and the like). While each individual account was banned reasonably promptly, the perpetrator simply registered a new account and spammed images until the new one was banned.

It would seem that being able to restrict the privileges of accounts based on their age would be a simple and quite effective way of mitigating this account-ban-evasion.

This might work particularly well with matrix-org/matrix-spec#565, allowing new users to enter conversations but not post images.
