Description

As discussed in https://github.com/vector-im/riot-web/issues/10704, the spec around `m.identity_server` in account data should be clarified to say that anything falsy or otherwise invalid as the same as `null`.

Research direction

Search the Matrix specification for the `m.identity_server` account-data entry and read the discussion in issue 10704 for context. Clarify the specification so that falsy or otherwise invalid values mean that no identity server is configured, equivalent to `null`; update any relevant specification text or examples.
