Description
Currently clients **should** only do auto-discovery on login, however there are plenty of use cases where discovery is useful outside of login. We should clarify that auto-discovery should only be done once prior to authentication for a client, but may be done as-needed

Research direction
Locate the auto-discovery wording in the Matrix specification and read the surrounding authentication guidance. Update the specification to state that discovery happens once before authentication but may also be performed as needed outside login, then check that the resulting text is unambiguous.
