Description

We almost get this for free on LL; just need to spec a threshold below which clients should politely not show joins/parts or even membership of given users in a room. Aka auditorium mode. (Do we really not have a bug for this already?)

Research direction

The issue names no file, test, or entry point. Start by locating the membership-list and join/part behavior in the Matrix protocol specification, then determine how a power-level threshold would affect each case; done means the auditorium-mode behavior is specified consistently for clients.
