$CHANACS / Assigning power levels to room IDs rather than user IDs

**Suggestion**

In style familiar from Atheme IRC services (`$CHANACS`), I would like to have naive assignment of power level to a room ID.

For example I would like to give power level 50 to `!modbotcontrol:example.net` in `#help:example.net` which would then grant everyone who has access or is currently joined to `!modbotcontrol:example.net` the ability to perform power level 50 actions in `#help:example.net`. I imagine that would have to be verified by homeservers that are in both rooms with equal or greater powerlevel than the one assigned in `#help:example.net`.

This would let me have a single room to manage moderators instead of having to manage all rooms separately or I could grant a custom power level to users in trusted invite-only rooms.

_This idea occurred to me while having a migraine and trying to complete my morning tasks and has no further thinking of than just getting it out of my head by opening this issue._

No implementation file, test, or entry point is named. Start by reviewing the Matrix specification rules for room power levels, membership, and authorization, then compare the proposal with Atheme’s $CHANACS model. Done would require an agreed protocol design and corresponding specification changes.
