Description
Submitted by @matthew:matrix.org
Seems very strange that an administrator can leave a room and then not get back in if it is invite only, but they are an administrator...

Research direction
Start by reading the issue text and the imported SPEC-395 reference. The payload does not identify specification files, tests, or an entry point, and the requested permission behavior is posed as an open design question. Done would require a decided protocol rule for whether room power is sufficient to bypass an invite.
