Description

**Link to problem area**:
https://spec.matrix.org/latest/client-server-api/#deriving-keys-from-passphrases

**Issue**
The spec text doesn't seem to say anything about the encoding of the passphrase - most clients that support SSSS passphrases likely accept UTF-8 but it's worth being specific about this.

Research direction

Start with the linked Matrix Client-Server API section on deriving keys from passphrases and review the surrounding SSSS terminology. Update the specification to state how passphrases are encoded, then verify that the wording is explicit and consistent with the section's key-derivation description.
