Description
Submitted by @matthew:matrix.org
At some point it would be nice if 3rd party folks could interact with matrix just enough to reject a 3PID invite, without having to first accept it and then leave to make their rejection known

Research direction
Begin with SPEC-362 and the Matrix specification’s existing 3PID invite flows. Review how acceptance and leaving are currently represented, then define the protocol behavior needed for a third party to reject an invite directly. Done means the specification clearly documents the rejection flow and its expected effects.
